Uneasy Calm At Osun Varsity

Uneasy calm engulfed the six campuses of the Osun State University (Uniosun) recently, following the release of the Government White Paper on the report of the visitation panel into the crisis which rocked the institution some months ago.

The Governing Council of the institution headed by Professor Gabriel Adesiyan Olawoyin (SAN) had been at loggerhead with the top management staff of the university over the financial misappropriation and recklessness uncovered against the top management staff.

The council following the discovery of the large scale fraud running into several millions of naira allegedly perpetrated by some top management staff including the Vice Chancellor of the university, Professor Bashiru Okesina, the Registrar of the school, Dr. Julius Faniran and Bursar, Alhaji Fatai Lasisi constituted a probe panel to look into the matter.

Intrigues and all sort of politics were however introduced into the probe which later escalated a development that necessitated the constitution of the visitation panel by the Visitor to the university to look the issues afresh.

Even before the report of the visitation panel was out, the council by the report of its committee had suspended the Registrar and Bursar of the university and later sacked them claiming that they are culpable. The council also recommended the termination of the appointment of the Vice Chancellor, Professor Bashiru Okesina to the visitor for approval and ratification.

Again, all the unions in the university in particular the Academic Staff Union of Universities (ASUU) condemned the action of the governing council arguing that the council should have waited until the report of the visitation panel is out and white paper is issued on it before such step could be taken.

The unions except the Association of Senior Professors maintained that the council ought to have allowed due process to take its due course in the handling of the matter.

But on Wednesday, June 10, 2015 when the White Paper on the report was out, it jolted virtually all the rivalry sides as it accepted the recommendation of the Visitation Panel which recommended the termination of the Professor Bashiru Okesina led management team and the dissolution of the Governing Council of the university led by Professor Gabriel Adesiyan Olawoyin immediately the Governing Council completes the process of the appointment of a new Vice Chancellor of the institution.

The government also in the report accepted the recommendation for the termination of appointment of Professor Siyan Oyeweso, Provost College of Humanities and the Acting Deputy Vice Chancellor University for his alleged negative roles in the crisis. He was accused to fail to allow his professional and academic experiences have positive impact on development of the university.

The government also annulled the selection process that made Professor Siyan Oyeweso as the Acting Deputy Vice Chancellor of the university.

It also accepted the recommendation that Professor Wasiu Alamu Gbolagade should not be allowed to hold any position of responsibility in the university because of his roles as well.

It further said that Professor B R Olorede should be disallowed from holding positions of responsibility in the institution for the next five (5) years.

The government in the White Paper also warned Dr. Oluseye Abiona, Chairman, Uniosun Branch of ASUU to desist from using the union to pursue his private interests. Abiona who was relieved of his appointment as Coordinator of the Centre for Renewable Energy and replaced with another person was advised to foster a responsible and harmonious leadership on Uniosun ASUU.

The government also said that the Bursar, Alhaji Fatai Lasisi and Professor Kizito Folorunsho, Professor Wasiu Alamu Gbolagade and other must refund into the coffer of the university various sum of money allegedly misappropriated with immediate effect.

According to the report of the panel, “it is evidence that the relationship between the Governing Council led by Professor Gabriel Olawoyin (SAN) and Management led by Professor Bashiru Okesina has broken down almost irretrievably.  We also strongly believe that it would amount to a waste of efforts trying to reconcile the two parties as it is obvious that they both cannot continue to work together harmoniously for the progress of the University.  In view of this, and to avoid a one-party-win the-other-lose situation, the Panel recommends that the Professor Okesina-led Management should be terminated by relieving the Vice-Chancellor (Prof. A. B. Okesina), Registrar (Dr. J. O. Faniran) and Bursar (Mr. F. A. Lasisi) of their positions in Osun State University immediately.

“The Governing Council of Osun State University under the chairmanship of Professor Gabriel Adesiyan Olawoyin, should be tasked to commence and complete the process for the appointment of a new Vice-Chancellor, Registrar and Bursar; and have an approved Conditions of Service for all Categories of Uniosun Staff within a maximum of six months, after which it should be dissolved.

“The appointment of Professor Siyan Oyeweso should be terminated for his negative roles in the crisis; his ambition-driven over-influence on the Vice-Chancellor which contributed immensely to the Vice-Chancellor’s irredeemable mistakes in the administration of the University; attending the two rebellious meetings against the Council held in the Vice-Chancellor’s house with other Principal Officers and officials of the University, where they took a decision not to attend the 12 January, 2015 meeting of Council and his insistence that the Council had been dissolved without enjoining the Management to seek official clarification on the matter; and based his advice to Management on that erroneous belief.


“Dr. Oluseye Abiona should be strongly warned to desist from using Uniosun ASUU to pursue his private interests, be advised to foster a responsible and harmonious leadership on Uniosun ASUU, and to be less involved in internal politics as a union leader.

“Dr. Oluseye Abiona should be relieved of his appointment as Coordinator of the Centre for Renewable Energy and be replaced with a senior person not below the rank of a Reader as Director.

Following the outcome of the Government White Paper on the visitation panel, the Chairman of the Governing Council of the University, Professor Gabriel Olawoyin has officially tendered his resignation letter.

Consequently, the state government has approved the appointment of Professor Obafemi Ajibola as the new Chairman of the council.

There has been series of reorganization currently going on in the university to put the institution on the right path as envisioned by the founding fathers. The institution was established in December 2006 during the regime of Prince Olagunsoye Oyinlola with six campuses located in Osogbo, Ejigbo, Okuku, Ipetu-Ijesa, Ikire and Ifetedo.
