Senate Receives CBN, NNPC, FIRS, 35 Other Agencies 2016 Budgets From Buhari

*To raise motion on CBN non-compliance with submission of annual report.

Seven months into the year, the Senate Tuesday announced the receipt of 2016 budget of 38 agencies of the Federal Government for consideration and passage.

The receipt was confirmed when the Senate President read a correspondence from the Presidency listing the agencies.

According to the list, agencies like the Central Bank of Nigeria (CBN), Nigeria National Petroleum Corporation (NNPC), which have not been submitting their budgets to the National Assembly for scrutiny and passage were this time around, listed by the president.

The list of the 38 agencies and corporations are Bureau of Public Enterprises (BPE) , National Agencies for Science and Engineering Infrastructure(NASENI) , Nigerian Airspace Management Agency (NAMA) Nigerian Shippers Council (NCP), National Maritime Authority (NMA),.Raw Materials Research and Development Council (RMRDC), National Sugar Development Council (NSDC), Nigerian Postal Service (NPS), and Nigerian Ports Authority (NPA)

The list include Federal Airport Authority of Nigeria (FAAN), Securities and Exchange Commission (SEC), Nigerian Tourism Development Corporation (NTDC), National Communications Commission (NCC), National Agency for Food and Drugs Administration and Control (NAFDAC), Nigerian Customs Service (NCS), National Broadcasting Commission (NBC), National Insurance Commission (NIC), News Agency of Nigeria (NAN), Nigerian Copyrights Commission (NCC) Nigerian National Petroleum Corporation (NNPC), Nigerian Deposit Insurance Corporation (NDIC), Nigerian Civil Aviation Authority (NCAA), Federal Inland Revenue Service (FIRS), and Nigerian Immigration Service (NIS)

The rest include Nigerian Electricity Regulatory Commission (NERC), Central Bank of Nigeria (CBN) Radio Nigeria,  Federal Housing Authority (FHA), Nigerian Television Authority (NTA), National Automotive Design and Development Council (NADDC),  Nigerian Nuclear Regulatory Authority (NNRA), National Business and Technical Examination Board (NABTEB), Federal Mortgage Board (FMB), National Environmental Standards and ¦Regulations Enforcement Agency (NESREA), Industrial Training Fund (ITF), Corporate Affairs Commission (CAC) Standards ¦Organisation of Nigeria (SON) and Oil and Gas Free Zone Authority (OGFZA).

The list of the agencies was brought to the attention of the Senate on a day Senator Dino Melaye raised a point of order to bring to the notice of the Senate the persistent refusal of the CBN to bring before the red chamber, against law down rule, its annual report.

The Senate after listening to him, gave him the permission to raise a proper motion on the issue and allow the Senate debate the issue.

His words; “I have some very disturbing reasons why the Senate have not received reports from the Central Bank of Nigeria as regards their financial dealings. Mr. President, my colleagues, I want to appeal for two minutes to express some of this reasons why we have not being receiving reports from the CBN.

“I have here the consolidated and separate financial statements for the year ended 31st, 2015 of the CBN signed by the CBN Governor, the deputy governor and all the auditors.

“I just want to raise that there has been a lot of non-compliance with extant rules and the constitution of the Federal Republic of Nigeria with the CBN and if given the opportunity I would want to bring a substantive motion in another legislative day to buttress this anomalies”

Ruling on it through a voice vote, the Senate agreed that the senator should raise the motion on the issue.
