No Bill On Grazing Reserve Commission Before Us- Senate Clarifies

Abuja – The Senate yesterday said  that it has no Bill before it, either privately sponsored by a Senator or an executive Bill from the presidency asking for the establishment of National Grazing Reserve.

The clarification was made following the uproar the issue generated among stakeholders who have continued to express divergent opinion on the Bill.

Senator Babajide Omoworare, Chairman, Senate Committee on Rules and Business in a statement signed personally by him said the notion that such Bill is undergoing legislative input in the Senate is not true.

He insisted that the last time such a Bill was seen in the senate was in the last dispensation and that the Bill was not passed.

“There has been no reintroduction of the Bill by anyone in the current senate or the presidency has not brought anyone before the current Senate.

His words; “Several distinguished Senators of the Federal Republic of Nigeria have been inundated with the request by members of the public concerning the pendency of a National Grazing Bill in the Senate.

“This is to clarify that no such Bill has been presented by the Executive arm of Government and none has so far been filed by any Senator of the Federal Republic of Nigeria in the 8th Senate.

For the avoidance of doubt, a “National Grazing Reserve Establishment and Development Commission Bill” (SB. 60) was presented by Senator Zaynab Kure (Niger Central) during the 7th Senate (2011 – 2015) which has now expired by the operations of law on the 6th June 2015 in furtherance of Section 64(1) of the 1999 constitution of the Federal Republic of Nigeria as amended”

The issue of the contentious Bill came to the fore at yesterday plenary when Senator Enyinnaya Abaribe raised a point of Order to draw the attention of the Senate to the barrage of phone calls he has been receiving from his constituents seeking clarifications on the existence of the contentious Bill.

He said he was not aware of any introduction of such a Bill to the Senate in the current 8th Session, but that it was sponsored in the last Senate, without getting passed into law.

“Mr President, the last time a grazing reserve commission bill came to this senate was in the 7th senate and was proposed by senator Kure who is no longer in the senate. So the reason why I am making this personal explanation is  that my constituents in Abia South will know that there is no such bill called grazing reserved commission bill before this Senate.
