Making the submission in Abuja, National Chairman of the party, Abdulkadir Abdusalam told newsmen at the party secretariat that instances abound in most states of the federation where Ad-hoc staff engaged by the Independent National Election Commission (INEC) and military men  brazenly thumb printed ballot papers in favour of the PDP.
