Govs Not Withholding LG Funds, Says Yari

Chairman of the Nigeria Governors’ Forum, Abdulaziz Yari of Zamfara State, has defended his colleagues accused of unlawfully withholding local government council funds, saying that no such unconstitutional breach was in practice in the states.

Yari, who spoke to journalists after he met with President Muhammadu Buhari at the State House, Abuja, on Friday, said it was only when there was a joint project requiring counterpart funding between state and local councils that their contributions could be deducted from joint accounts.

Pointing out that Section 7 of the Constitution clearly spells out the role of the legislature in managing the finances of the state, he also recalled that futile attempts have been made to the National Assembly to amend that section.

He said: “The essence of the joint account, to my understanding as governor, is not to hold the money.

“The Constitution spells out (that) the House of Assembly has to oversee the administration and finances of the state, that is the meaning of joint account.

“If it is done properly, nobody should hold any local government money. I doubt if there is any state that is holding any local government funds.”

Although Yari acknowledged that there might be exceptions or “that some states are holding local government money,” he maintained that, “constitutionally, it is the right of local government, which must be exercised.?”
