A recent bid advertisement by the Nigerian Maritime Administration and Safety Agency (NIMASA) is generating controversy. Concerns mount over the call for bids for projects that the Agency have already awarded and completed according records, particularly the Sand filling of NIMASA Shipyard/Dockyard at Okerenkoko, Delta state.

But information available to Daily Independent shows that contracts for the construction of Shipbuilding/Dockyard have already been awarded and 15 percent mobilization has been paid to the contractors. The construction of the facility is expected to gulp over N58 billion. Bush clearing and sand filling were concluded before former President Goodluck Jonathan conducted the groundbreaking ceremony in May 2014.

But few days to the inauguration of President Muhammadu Buhari’s administration, the Agency through a published advertisement, invited reputable consultants and contractors to submit technical and financial bids for these projects- Lot 1-NIMASA Vessel Management; LOT 2-Sandfilling of NIMASA Shipyard/Dockyard (with dredger not less than 30M) at Okerenkoko; LOT 5- maintenance works at permanent site of NIMASA Science and technical College, Okoloba, Delta State.

This is in line with stipulations of National competitive Bidding process in Public Procurement Act 2007 (PPA 2007).
