Bailout: People’s Welfare Must Come First, Says Akwa Ibom Gov

Akwa Ibom State Governor, Udom Emmanuel, has defended the recent financial bailout to states from the Federal Government coffers, saying that critics of the measure should realise that welfare of the people tower above any other consideration in governance.

The governor spoke to journalists on Thursday, July 16, 2015, after he met with President Muhammadu Buhari at the Presidential Villa to discuss issues concerning Akwa Ibom State and the nation.

Responding to critics, who query the wisdom behind the bailout and how long the states would continue to rely on such relief, Udom said that the principle of ‘substance over fund’ should apply in the face of suffering by the people.

According to him, “Bailout is common English that once it is dropped, everybody just picks it and starts using it.

“What are you calling bailout? In a country where you are looking at the welfare of the people, look at the people first. It is about the welfare of the people.

“What you are talking about bailout is that some states that cannot pay salaries, can now pay salaries to these people.

“Whatever name you call it does not matter. There is what we call substance over fund, so can we look at that ‘substance over fund’, not just the name you call it?

“The substance here is that we are looking at the welfare of the people. So, whatever name you call it and you say people are criticising it, I don’t want to join issues with that. For now, I look at substance over fund.”
