Cadet Inspectors Allege Favouritism In Police Promotions

Officers of the Nigerian Police Force (NPF) have called on Mr. Ibrahim Idris, acting Inspector General of Police (IGP), to make harmonising and standardising police promotions part of the reforms he desired to carry out during his command of the Force.

The police officers who alleged irregularities founded on ethnic bias and favouritism in the promotions urged the acting IGP

The officers said that although it is the statutory responsibility of the Police Service Commission (PSC) to

Recruit, promote and discipline police officers, that the IGP sends lists of police officers to be promoted to the PSC for consideration.

They therefore urged him to use his office to address what they referred to as “injustice in promotions.”

In a petition entitled: ‘Irregularities/ Controversies in Promotions of Cadet Inspectors to ASP By Police Service Commission/ Retired IGP Solomon Arase’ sent to the Network on Police Reforms In Nigeria (NOPRIN), the officers, mainly Inspectors, alleged that   an after an interview/selection board was conducted in all the 12 zones of the Force in 2015, which was attended by cadets of 2009 and 2010,  across the nation where over 13,000 inspectors including the some cadet Inspectors were promoted to Assistant Superintendent of Police (ASP), while others were left out  by PSC for a yet to be declared reason.

They alleged that the reason for passing them over could not be any other thing but based racism, marginalisation, ethnicity, relationship and “who do you know /relate to.”

The officers demanded to know, whether the Cadet Inspectors promoted to the rank of ASP are more equal than the Cadet Inspectors passed over.

They also demanded an explanation on the job specifications and disciplinary records of the promoted officers that stood them out to merit their promotion over and above their contemporaries.

The complaining Cadet Inspectors therefore demanded that those of them of 2009 and 2010 batch passed over in the promotion be promoted to same rank of ASP as their counterparts.

They also asked that the promotion signal carry same date of promotion so as not to lose their seniority in the Force and to enable same mates go together.

Okechukwu Nwanguma, NOPRIN National Coordinator, who confirmed that the network had received several complaints of alleged “circumvented and compromised ”promotions based on“ political interference and corruption to favour officers from certain ethnic groups to the disadvantage of those from other ethnic groups, called on the acting IGP to take prompt, impartial and exhaustive investigation into the matter.

He also called on President Buhari to reorganise the PSC and ensure that its leadership and procedures meet “the standards of integrity, credibility and operational efficiency.”

He also stressed the need for equity and fair play in the discharge of PSC’s responsibilities.


“The time has come for President Buhari to heed the repeated calls to reorganise the PSC, particularly, to ensure that the commission’s leadership composition is constituted in accordance with the law establishing the commission with a view to ensuring that the commission discharges its functions effectively and with integrity”, he said.

    Sowie I meant foul play in d promotion, I remember wen I was in d polytechnic, once u are not satisfy with ur mark given 2 u by ur lecturer u demand 4 ur script, so I am demanding 4 my script I remember wat the AIG n commissioners said in the broad so I didn’t fail it, bcos I was I highly recommended by my bosses, I know it Nigeria nothing happen wen u are not connected.     I was also affected by this promotion too,the record is their to show any1 can demand for it, I am proud that I performed excellently well in th departmental selection broad, I am proud to b from bendel state ,there was fowl play in the promotion, I will stand n say it any where there fowl play in it,i am a cadet of 2010, u can’t promoted my junior n leave me out 4rm same state,wen I pass d broad
